Since 2024, the local council no longer approves your project — it relies on the engineer's signature.

Under the SIMPLEX Urbanístico reform (Decree-Law No. 10/2024), local councils stopped evaluating and approving specialist designs, such as the structural stability project. They are now submitted by simple registration, under the cover of the declaration of responsibility of a competent professional.

In practice: whoever signs is accountable for everything. And only an engineer registered with the Order of Engineers can sign it, with a competence verification code (SIGOE) and civil liability insurance. A contractor, or an unregistered technician, cannot — and a report without that cover gives you no protection at all.

How much does a structural stability project cost in Portugal?

A structural stability project for a house is around €1,000, ranging between €800 and €1,800 depending on complexity; for a flat in a block, between €1,000 and €2,500. For a whole building it can exceed €5,000. We always provide a fixed, itemised quote before starting.

How much does it cost to renovate a house in Portugal in 2026?

A full renovation with technical engineering site supervision costs around €550 to €1,100 per m² + VAT, depending on the finish level and the city. For a 100 m² flat, that typically means between €55,000 and €110,000 + VAT. This calculator itemises the figure by chapter and line item, with quantities and unit prices — just like a real quote.

Does this calculator give me the final price?

No. It generates an estimated quote by chapter and line item: the quantities are derived from the measurements you provide, and the unit prices are reference figures from the Portuguese market (2025–2026). The final price, fixed by contract, comes from the on-site technical assessment — which is free and with no obligation.

Is the VAT on my project 23% or 6%?

As a rule, 23% VAT applies. Certain refurbishment projects may benefit from the reduced 6% rate — for example, properties in an Urban Rehabilitation Area (ARU) or cases covered by item 2.27 of List I of the VAT Code. This classification must be confirmed with documentation on a case-by-case basis; the calculator lets you simulate both scenarios.

Under the new SIMPLEX Urbanístico, do I still need an engineer?

More than ever. Since 2024, the local council no longer approves the structural stability project: it accepts it on the declaration of responsibility of an engineer registered with the Order of Engineers. Without that signature, the process doesn't move forward, and legal responsibility rests with whoever signs it.
