Decree-Law No. 10/2024
The local council no longer approves your structural stability project — it accepts it on the responsibility of whoever signs it.
Under the SIMPLEX Urbanístico reform, in force since 2024, local councils stopped technically reviewing specialist designs such as the structural stability project. They are now submitted by simple registration, covered by the declaration of responsibility of a competent professional.
In practice, the safety and legality of your build depend entirely on who signs it. And only an engineer registered with the Order of Engineers can sign it, with a competence verification code (SIGOE) and civil liability insurance. A contractor — or an unregistered technician — cannot, and a report without that cover gives you no protection at all.

A structural stability project for a house typically costs around €1,000; for a flat it can range from €1,000 to €2,500, and for a full building it can exceed €5,000. Structural reinforcement starts at around €400/m². We always provide a fixed, itemised quote before starting.
